Game Overview
Some time, some place in a suburban city. The city suffers from its citizens' illegal dumping of garbage. The players have become contracted garbage collectors who earn rewards by handling and transporting garbage to a waste disposal facility. The player who has the cleanest and most successful disposal track record becomes the one and only authorized garbage collector of the city. But beware, garbage trucks have maximum payload and if you overload it, you have to dump it illegally. Well, the most important thing is MONEY. If you come out on top in the end, nothing really matters.

Preparation
According to number of players, adjust number of reward tokens used in this game:
- [2 player variant] 2: Gather all the reward tokens of each color. Remove all "3" tokens, and stack those that remain in the following order: From the top, facing up-- 0, 1, 2, -2, 4, 5.
- 3-4 players: Gather all the reward tokens of each color and stack them in the following order: From the top, facing up-- 0, 1, 2, 3, -2, 4, 5.
- 5 players: Gather all the reward tokens of each color and stack them in the following order: From the top, facing up-- 0, 1, 2, 3, 3, -2, 4, 5.
Place the 4 disposal facility (factory) cards on the table. Place them side by side as pictured below. Place all the reward tokens of the same color on the disposal facility of their color.
Shuffle all the garbage cards. Deal 3 garbage cards, face down, to each player as a hand. Take the rest of the garbage cards and place them face down to form a draw pile. During the game, hide your hand so no other players can see it.
On each of the four "Dump Site" side of the disposal facility (factory), draw a garbage card from the pile and lay it face up.
Pick a player randomly to begin the game.
Game Play
The game proceeds in clockwise order. On your turn, you do the following actions
in order:
Play garbage card(s) to a Factory. (Receive reward token)
On your turn you must play a garbage card. You may play more than one card if the colors match. In other words, you are allowed to play as many garbage cards of 1 color from your hand. For example, if you have 3 red garbage cards in your hand, you are allowed to play all 3, or just 2, or just 1. You are only allowed to play garbage cards of 1 color per turn.
Count the number of garbage icons on all the cards in the Factory you just played - including the cards previously played. Cards with one icon count as 1 garbage and those with two icons count as 2 garbage. If the number of garbage icons is:
4 or more- Take the top reward token from the matching disposal facility and discard all garbage cards on this Factory. Sort all the reward tokens you have received according to color and keep them in front of you.
3 or less- Garbage cards remain in the Factory and you receive no reward.
Take garbage card(s) from the Dump Site. (Check for illegal disposal)
Whether you received a reward token or not, take all the garbage cards that are in the Dump Site and add them to your hand.
Now check the number of cards in your hand against your hand limit. If you have more than 5 cards you must "illegally dispose" the excess amount to get back down to 5 cards in hand. You choose which cards to discard and place them face down in front of you.
These cards remain until the end of the game, and count as negative points (-1 point per card) when scoring takes place.
Fill the Dump Site.After you take all the garbage card(s) from the Dump Site, you refill the Dump Site. The number of cards to refill equals the number of garbage icons on the matching Factory plus one card. Draw these card(s) from the draw pile and place them face up on the Dump Site. For example, if 2 red cards with a total of 3 garbage icons are in the Factory, you refill 4 cards to the dump site. If the draw pile is exhausted, shuffle the discarded cards and recycle them.
Switch turn to the next player.
Game End and Winner
The game ends on the turn when the reward tokens of one of the disposal
facilities are emptied. The player must still take any garbage cards from the
Dump Site and check for illegal disposal - and displaying any cards that exceed
his or her hand limit.
Calculate your score.
Check all the reward token(s) you received according to its colors. If you have only 1 reward token of a certain color, you must discard it. This means that unless you have more than 1 reward token of a certain color, it does not count toward your score.
All the reward token(s) that remain become your score. Add up all these numbers and subtract a point for each illegally disposed garbage card you have.
Any player who did not dump garbage illegally receives the "Honorary Garbage Collector" bonus. As an honorary bonus, the player receives 1 point per player who dumped garbage illegally. In a 3-player game, it is 2 points per player who illegally dumped garbage. In a 2-player game, the player who did not dump any garbage illegally receives "Honorary Garbage Collector" bonus of 4 points.
The player with the most points (money) is the winner. If there is a tie, the tied player with the fewest illegally dumped cards wins. If the winner is not determined after all this, they all win.
[2 player variant] - Remove all "3" reward tokens of every color.
- The player who did not dump any garbage illegally receives "Honorary Garbage Collector" bonus of 4 points.
